AYSO was established in the Los Angeles area in 1964 with nine teams, and Region 110 operates as part of this national organization. Region 110 is an all-volunteer organization, and each team is allowed three volunteers: a coach, an assistant coach, and a referee. Hillsborough AYSO is open to kids from everywhere, and enrollment is first-come, first-served, with players possibly placed on a waitlist until volunteer coaches become available. AYSO and U.S. Soccer use a school-year (August 1) age grouping system, and the registration system automatically places players in the correct division. Hillsborough AYSO is not able to consider teammate or coach requests when forming teams, and all AYSO players are placed on new or balanced teams each year.
Children with special needs can sign up for the EPIC (Everyone Plays In our Community, formerly VIP) program, whose mission is to provide a quality soccer experience for individuals whose unique physical or mental abilities make it difficult to participate on mainstream soccer teams successfully, with successful participation defined by the player's enjoyment and the safety of all team members. AYSO states that it is devoted to child development in a soccer environment that is safe, fair, and fun, and Region 110 supports the principles of the national organization by providing a safe, fair, and fun environment for children aged 4 to 18 in the city of Hillsborough. AYSO's six stated philosophies are Everyone Plays, Balanced Teams, Positive Coaching, Open Registration, Good Sportsmanship, and Player Development, and in AYSO each child who registers is guaranteed to play at least half of every game.
AYSO Region 110 is part of Area 2N, which encompasses Hillsborough, Burlingame, San Mateo, Foster City, San Carlos, Belmont, Redwood City, and Half Moon Bay, and Area 2N is part of AYSO Section 2, which covers Northern California, most of Nevada, Oregon, Washington, and Alaska. The American Youth Soccer Organization has partnerships that include Chicago Public Schools to enhance youth sports programming, the US Center for Mental Health & Sport with a focus on player and volunteer wellness, and the Northland Sports Alliance to expand soccer programming in Kansas City. Michael Karon, President of AYSO, received the Stack Leadership Award from Stack Sports for his impact in the world of sports volunteering. The regional leadership team for Hillsborough AYSO Region 110 includes Regional Commissioner Greg Leonard, Head Division Director Russ Fradin, and Referee Administrator Perry Schiro.
