AYSO Region 47 states its mission as providing world class youth soccer programs that enrich children's lives. Riverside Locomotion requires teams to submit a single team payment that covers both the entry fee and the referee deposit, and teams are accepted on a first-come basis based on a properly completed tournament application, availability of a competition spot, and provision of a certified referee team. Independent AYSO referees who are not connected with a team are offered a free tournament t-shirt, a free referee flipping coin, and free meal tickets, and referee scheduling for the tournament is connected with Rancho Jurupa. The tournament has a refund policy stating that if a team withdraws its application 30 or more days before the start of the tournament, a full refund is issued, and if a team withdraws after that time, a refund is issued only if a replacement team can be found.
The Riverside Region 47 Locomotion Tournament is described as the 31st Annual Riverside Region 47 Locomotion Tournament. AYSO Region 47 is part of a broader AYSO structure that includes events such as the 2023 National Games at the Great Park in Orange County from July 24–30, 2023, and the AYSO National Open Cup 2017 at the Lancaster National Soccer Center. AYSO has community and organizational partnerships that include BEEUP Snacks as the Official Fruit Snack Partner for the 2025–2026 season, Chicago Public Schools to enhance youth sports programming, the US Center for Mental Health & Sport for player and volunteer wellness, and the Northland Sports Alliance to expand soccer programming in Kansas City, and AYSO supports U.S. Soccer in improving SafeSport practices. Stack Sports has recognized Michael Karon, President of AYSO, with the Stack Leadership Award for his impact in the world of sports volunteering.
