ATCAA Early Head Start and Head Start / State Preschool Programs offer Early Head Start services and Head Start preschool services. The program provides child development, in-home visits, pregnancy support, parent support and education, and bilingual services. Parent volunteer, job readiness, and path to leadership opportunities are also available, and all ATCAA services are free to eligible clients.

The Amador Tuolumne Community Action Agency (ATCAA) was created in 1981 through a Joint Powers Agreement between the counties of Amador and Tuolumne. ATCAA promotes the economic security, self-sufficiency and the well-being of families and individuals by providing for basic human needs through direct assistance and community collaborations with the belief that all people deserve the opportunity to thrive. ATCAA provides services based on local community assessments that identify the assets and needs of the community, and its services are supported by hundreds of volunteers and contributions from local organizations, schools, agencies, churches, businesses and individuals. ATCAA is a public, nonprofit Community Action Agency and is part of the CSBG (Community Service Block Grant) network, with a tripartite Board of Directors made up of eighteen member seats representing the private sector, public sector and low-income representatives of the community.
