About

Early Start Center-Based Services for Young Children is part of Exceptional Children’s Foundation (ECF), which offers a full continuum of lifespan services for children and adults with developmental disabilities and other special needs. The program is one of the early intervention programs that ECF provides for infants and toddlers, alongside other services across the organization.

ECF was founded in 1946. It was started by a group of parents and community activists who sought to establish a day training program as an alternative to institutional care for individuals with developmental disabilities. ECF’s mission is to provide the highest quality services for children and adults who are challenged with special needs—empowering them to reach their greatest potential. ECF serves nearly 4,000 children, adults, and their families at 14 service sites, in clients’ homes, and in community settings throughout L.A. County. In 2008, ECF merged with Kayne Eras Center (KEC), adding a K–12 school and a comprehensive Mental Health Program to its services. ECF has earned the highest standard six-year accreditation from the Western Association of Schools and Colleges.
