Youth & Teen Programs include specific activities such as Youth Beginner Ballet Class, Youth Beginner Ballet, Youth & Teen Dance Workshop, Youth and Teen Winter Dance Workshop, Youth & Teen Cooking: Savoring Spring, Youth & Teen Cooking: Winter Warm Up, Youth Hobby Hop: Felt-tastic Fun, Park Spotlight at Memorial Park, Spring Extravaganza and Egg Hunt, the 4th Annual Mother's Day Kickball Game, and Paint the Parks. Youth & Teen Cooking classes teach kitchen basics, essential cooking skills, and build confidence while making fun, seasonal recipes. Youth Beginner Ballet is an open class for new students to ballet and introduces basic terminology and steps, and Youth & Teen Dance Workshops offer chances to improve skills, learn new techniques, or participate for fun.

Youth Hobby Hop: Felt-tastic Fun involves creating handmade felt projects while exploring creativity and learning basic skills. Spring Extravaganza and Egg Hunt includes crafts, interactive vendors, and egg activities for all ages, and the 4th Annual Mother's Day Kickball Game is an event for parents and children. Paint the Parks returns to neighborhood parks with color and creativity, and Park Spotlight at Memorial Park is listed as one of the program activities. Registration closes 1 week before the first program date. Sponsored Programs may allow children who attend a Twin Rivers Unified School District school to attend programs for free, and a Scholarship Program is available for participants who can only partially pay for a program. All refund checks are processed through the County of Sacramento and mailed within 2–4 weeks, and refunds or credits are not given for uniforms or jerseys.
The North Highlands Recreation and Park District is an independent special district in Sacramento County, and some of its recreation facilities were acquired after the closure of McClellan Air Force Base. The District is governed by an elected five-member Board of Directors and managed by a District Administrator. Its mission is to help enrich and fulfill the lives of the citizens through the provision of facilities and programs that will provide and enhance creative, wholesome and imaginative leisure time living patterns with emphasis on family and youth oriented programs. North Highlands Recreation & Park District is exploring the potential for a future dog park in the community. Sponsored Programs are connected with Twin Rivers Unified School District, and families are directed to contact the school district with any questions or concerns regarding the Highlands Sports Complex and Pacific Gym property.
