SoCal Water Babies states that its mission is to reduce the instance of drowning and enrich the lives of children. Instructors are trained and certified to teach all levels of swim, including Swim Float Swim, Infant Self Rescue, and Survival Float swimming lessons. The program describes itself as “your premier provider of swim lessons for kids” and “your premier provider of Infant Swim lessons,” and it offers an instructor training program that is described as a work-from-home opportunity to become an Infant Swim lessons instructor. Past and current partnerships mentioned include organizations such as Loma Linda University Drayson Center and First 5 California - Riverside.

The Infant Self Rescue (ISR) and Survival Float lessons teach children how to save themselves. Survival Float teaches babies and toddlers to rotate from any underwater position into a basic back float and to rest and breathe on their back until help arrives. The Swim Float Swim program teaches age-appropriate skills including swimming face down with eyes open, rolling onto the back to float, rest, and breathe, then flipping back over to continue swimming, and this swim-float-swim sequence can be repeated as many times as necessary to reach safety. The method is described as transitioning easily to a freestyle swim and teaching children not to doggie-paddle by using their muscle memory.

Parent testimonials describe individual experiences with the program and instructor Cathryn. One parent from Moreno Valley shared that their son started at 10 months old, completed Survival Float and Swim Float Swim, and called Cathryn “the best instructor.” Another parent from Riverside reported that a 20‑month‑old took Survival Float classes and passed in 2 weeks, and described Cathryn as patient and thorough. A third parent from Riverside stated that one child learned to swim and survival skills in 8 days (80 minutes total) and that a second child, age 3, also learned to swim and survival skills in 8 days (80 minutes total), and described Cathryn as very patient and able to respond when a child is scared.
