Friends To Parents is a non-profit, community based organization that was founded in November of 1974, and its Infant Day Care Center opened in October of 1976. The organization provides daily developmental care for up to 125 young children ages six months to five years of age. Its mission states that it is dedicated to children and parents, with a goal of providing quality services at affordable prices and creating an environment for the optimal growth and development of children. The mission also states that the program aims to provide a safe, secure and loving environment while implementing an individualized developmental program, and that a nutritionally sound program with Breakfast, Lunch, and Snack supports these goals.

The program is described as developmentally oriented, taking into account the natural growth process, the uniqueness of each child, and the tasks mastered at each growth stage. The daily plan is described as considering the physical, emotional, social, and intellectual needs of children. Friends To Parents uses the Desired Results Developmental Profile (DRDP) system to support and improve program quality and services, and the DRDP assessment tool is used twice per year for every child. Children are evaluated 60 days after enrollment and then at six-month intervals to identify areas of improvement.

Friends To Parents also offers parent support services that include group activities such as parenting classes, information and referral services, and a Parent Advisory Committee. The organization was founded to serve as a support service to school-age parents.

The program holds Infant License #410518833 and Preschool License #410518832. Program evaluations include an annual self-review using the Infant and Toddler Environmental Rating Scale and the Early Childhood Environmental Rating Scale, which are validated by the California Department of Education. State reviews for coordinated compliance review are conducted every three years, and the Department of Social Services, Community Care, Licensing Division makes unannounced visits throughout the year and performs an unannounced annual renewal visit.
