PICA Head Start & Early Head Start offers Head Start and Early Head Start programs and services to low-income families, pregnant women, infants, toddlers, and preschoolers. The program includes comprehensive services such as early childhood development, health services, workforce development programs, and parent training opportunities. PICA’s child-centered New World Curriculum focuses on the interests, learning styles, and developmental needs of the individual child and supports each child in developing self-esteem, self-help skills, and socialization skills.

PICA was founded by Head Start parents more than 50 years ago and was established in 1969. Parent involvement continues to be the cornerstone of its programs, and PICA supports over 2,500 children and families through early childhood development and program options for parents. PICA has provided services to low-income families, pregnant women, infants, toddlers, and preschoolers for more than 50 years and takes a two-generational approach by providing education and workforce development to parents.
The mission of PICA is to provide comprehensive early childhood and family development services that empower children and families to reach their full potential, support parents and their communities in defining their needs and programs, promote community change that values children and their families, and develop partnerships with parents and the public, private, and corporate sectors to assist in achieving the goal of healthy, happy, productive children and families. PICA develops partnerships with parents and the public, private, and corporate sectors as part of this work.
PICA is the federally designated grantee that operates Head Start programs in Hennepin County, and its website is supported by Grant Number 05CH012272 from the Office of Head Start within the Administration of Children and Families, a division of the U.S. Department of Health and Human Services.
Former and current parents describe their experiences with PICA by noting that their children have received needed services, are doing well in school, have been gaining English skills, and have a love for learning. Parents also state that they are glad PICA exists, are proud their children have attended, and describe PICA’s staff as very respectful and the services as great.
