Since 1950, Inspire, originally founded as Orange County Cerebral Palsy Association, Inc., has provided programs and services for children and adults with intellectual and developmental disabilities. In 1979, the first preschool class opened with 11 children enrolled, and in 1998 the organization adopted the name Inspire. Inspire’s largest program, Inspire Kids, is a special education preschool that educates young students and provides therapeutic interventions, and each year the preschool enrolls approximately 250 children placed by local school districts’ Committees on Preschool Special Education for school year and summer programs. The children experience a variety of developmental delays or challenges and receive special education and supportive therapies and services according to an Individualized Educational Plan (IEP), including services from Teachers of the Blind and Visually Impaired.

Inspire Kids Preschool Programs operate within Inspire, which is a registered non-profit 501(c)3 organization and an affiliate of Cerebral Palsy Associations of New York State. Inspire provides individualized and family-centered supports to promote lives full of opportunities for people with challenges, and Inspire offers a continuum of support for children and adults through day habilitation, social and recreational, residential support, and respite programs.

The Head Start of Eastern Orange County–Inspire Kids SCIS classroom is a collaborative early childhood education model that brings together Head Start and Inspire Kids teachers, combining the comprehensive services of Head Start with the specialized instruction provided through the SCIS program. In this inclusive classroom, teachers work together to implement the curriculum, promote school readiness, and support children’s social-emotional, cognitive, and physical development, and children with developmental delays or disabilities receive individualized instruction and services aligned with their Individualized Education Programs (IEPs).

Inspire’s history includes leadership from Mrs. Anne Sneed Deane, who was President of the Board of Directors for 30 years, and Miss Janet Lockwood, who was the first physical therapist employed at the Cerebral Palsy Center and also served as Executive Director until her retirement in 1982. Community partners connected with Inspire include organizations such as the Community Foundation of Orange & Sullivan Counties, Head Start of Eastern Orange County, multiple county Departments of Health, local Chambers of Commerce, Hudson Valley Service Providers, LIFEPlan CCO, SUNY Orange, and several civic groups and associations.
