Hornell Area Concern for Youth was founded in 1975 as a Family and Youth Service Agency serving all school age children in Hornell and the surrounding areas. Its mission is to offer a well rounded comprehensive prevention program focusing on counseling, education, and activities that assist in building skills and competencies within today’s youth, with attention to social problems such as substance abuse, teen pregnancy, poor decision making, and difficulties associated with society today. The program’s stated goal is to provide educational, cultural, and social growth experiences for youth ages 8–19, including a safe solace for youth to go after school and during the summer months, and Youth Centers that offer a safe and positive environment to practice skills.

Hornell Area Concern for Youth has expanded to become a not for profit, private youth prevention and youth development program funded by the NYS Office of Addiction Services and Supports (OASAS), the NYS Office of Children and Family Services (OCFS), Steuben County, City of Hornell, United Way of the Southern Tier, The Triangle Fund, and other private grants. The organization partners with the Steuben Prevention Coalition, and both of its sites host the Proaction Summer Youth Employment program where staff assist with employment readiness skills. The leadership team includes Susan Hooker, Executive Director; Lisa Oliver, Director of Prevention; Lita Brown, Prevention Specialist; and Justin Berry, youth development educator.
