Oswego City-County Youth Bureau / Parks & Recreation (Camp Hollis, Camp Zerbe & Youth Programs) offers activities that include the Leadership Oswego County Youth program, the County Youth Advisory Council, and an AmeriCorps program. Youth programs also include Little Free Libraries, Lego Club, the Springboard Mural Project, Traveling Arts in the Parks, and drop-in programs in the parks in Fulton and Oswego.

The Oswego City-County Youth Bureau / Parks & Recreation is led by Brian Chetney, Executive Director of the Oswego County Youth Bureau. The Oswego City-County Youth Bureau was established by Oswego County resolution number 147 in 1974, consolidating the new county department with the Oswego City Youth Bureau that had been in existence since 1963. The mission of the Oswego County Youth Bureau is to contribute to a collaborative network of effective, integrated programs and services; to coordinate comprehensive, county-wide youth and family services planning; to provide direct and indirect services and activities for youth and families; to improve the quality of life for individuals, families and the community; and to empower youth to become responsible members of society. The Youth Bureau is supported, in part, with state aid from the NYS Office of Children and Family Services, and the focus of the Youth Bureau system in New York State is to provide positive youth development opportunities for all youth, as well as early prevention services for youth at risk of becoming involved in delinquent behavior. The Parks and Recreation division enhances local municipal recreation summer programs. The NYS Office of Children and Family Services, Oswego City, Oswego County, Center for Instruction, Technology & Innovation, USDA Summer Feeding, federal AmeriCorps, program sponsors, and fees fund the Youth Bureau and Parks & Recreation services, and the Youth Bureau also applies for other grants as they become available. The Youth Bureau Executive Director is the chair of the Workforce Development Board of Oswego County Youth Committee and serves as the Runaway and Homeless Coordinator for Oswego County, and the Youth Bureau also coordinates services for runaway and homeless youth in Oswego County. The Youth Bureau Board of Directors allocates funds from the New York State Office of Children and Family Services to community agencies for youth development initiatives and recreation programs. The Oswego City-County Youth Bureau is seeking donations of gently used books for the Little Free Library Program.
