About
Jackson-Vinton Community Action Head Start Program is a federally funded preschool program. It is designed to meet the individual needs of economically disadvantaged three to five year olds, including children with disabilities, in Jackson and Vinton Counties. All enrolled children receive developmental, speech, vision, and hearing screenings, as well as healthy meals and snacks, and additional services include family literacy, parent education, social services, and services required to meet the needs of children with disabilities.

Jackson-Vinton Community Action, Inc. was incorporated on September 25, 1965. The agency has 8 sites, with 1 in Vinton County and 7 in Jackson County, and has an average of 85 employees, with approximately 50% serving as Head Start employees. An eighteen-member volunteer Board of Trustees governs the agency, and the current funding is nearly 6 million dollars, providing services to over 20,000 customers a year. In September 2025, the agency, along with Head Start, celebrated 60 years of providing services to the constituents of Jackson and Vinton Counties. The Head Start Director is Rebecca Hess, and the Executive Director is Molly Seimetz. JVCAI's mission is to eliminate the hardships of poverty, empower individuals, and promote independence, and the agency provides services to Jackson and Vinton Counties.
