Summer Youth Art Programs and Camps include Summer Art Camp, Summer Theater Camp, and Kids Art Classes, along with weekly art programming. Participants can also attend Art After Hours, make paper cranes, and participate in the Peace Crane Project.

Summer Youth Art Programs and Camps are part of the Elk County Council on the Arts, which was founded in 1984 as a center for the development of all the arts in the Elk County area. The organization maintains a non-profit sales gallery that offers monthly exhibits, classes, and events and features artwork by more than 40 local and regional artists. Over time, its summer youth programming expanded from a week of Kids Art Classes to a full Summer Art Camp and a Summer Theater Camp, developed with the help of college students whose employment was partially funded by the Pennsylvania Higher Education Assistance Agency and the Stackpole-Hall Foundation. The organization also hosts an annual children’s theater workshop, a Summer Concert Series in Elk County, and weekly FREE Art After Hours during the summer, and it opened a second gallery space called ECCOTA Extended inside the Elk County Courthouse in Ridgway.
The Elk County Council on the Arts states that it is dedicated to promoting the cultural enrichment of the residents of Elk County and the surrounding region by expanding the opportunity for public participation in the arts. From 2007 to 2025, it has re-granted funds to hundreds of projects and programs across 9 counties as a Pennsylvania Partner in the Arts and helps administer Pennsylvania Council on the Arts allocated Arts in Education residencies in 5 counties. In 1994, it contracted with the Elkwood Arts Program to display and sell the handiwork of persons with disabilities.
