The Police Athletic League is one of the oldest citizen-building youth programs in the nation and has a 90-year history of caring and providing alternatives for youth at risk. PAL was started in 1910 by the New York City Police Department, and the Portsmouth Police Athletic League was established in 2015. The organization is based on the conviction that young people, if reached early enough, can develop strong positive attitudes toward police officers as they move toward maturity and good citizenship. Studies cited by the organization state that if a young person respects a police officer on the ball field, in the gym, or in the classroom, they are likely to respect the laws that police officers enforce. Staff and volunteers serve as trusted authority figures who assist children with finding guidance, setting goals, and enjoying new life opportunities. PAL describes its approach as embracing traditional American values where one generation shares its wisdom and helps kids learn to work together, be responsible for themselves, and set goals in their lives. PAL is a non-profit 501(c)(3) youth-serving organization that operates with the cooperative effort of the community and is committed to providing safe and structured activities to the youth of Portsmouth. Portsmouth PAL programs and facilities are available to all youth, regardless of their race, religion, or financial situation.
