REC Connect and Teens On Point (T.O.P.) offers summer camps, before and after-school experiences, and school break experiences that include educational opportunities, community partnerships, exciting field trips, and fun recreational activities. All summer camps and before and after-school programs are state-licensed. All registrations are accepted on a first-come, first-served basis according to space availability, and all REC Connect before and after-school locations are currently full and operating on a waitlist for the 2025–2026 school year, with a completed registration packet required to be considered for the waitlist.

• Ages: 5–14 years old
• Schedule: Before and after-school options run Monday–Friday, 7 a.m. to 6 p.m., from August 25, 2025 through the end of the school year, and summer camps run Monday–Friday, 7 a.m. to 6 p.m., from June 16 to August 15, 2025, with closures on June 19 and July 4 and dates subject to change based on the WJCC Public Schools academic calendars.
• Price: Before school is $60 per week (including full day programs), after school is $65 per week, and combined before and after school is $80 per week; summer camp fees are $105 per week for part-time (3 days or less) and $125 per week for full-time (4 or 5 days), including field trip fees, with a $10 discount for second and subsequent children in the same family attending full time (not combinable with other discounts), fees subject to change, a non-refundable $30 late fee on payments made after the Friday noon deadline if space is available, discounts available to qualified residents based on total income, and an online payment system with a weekly payment deadline of Friday by noon for the following week and no payments accepted after Monday at noon for the current week.

Year-round youth and teen programs include REC Connect and T.O.P. offerings. The program issues credit (not refunds) for changes in payment status or when no services are provided due to injury, illness, family emergency, or inclement weather, with a 10% processing fee and a required credit form submitted within 7 days of the missed program. Parents receive inclement weather updates through app, email, and text communication, and an inclement weather policy specifies closures and operations for delays, early dismissals, canceled after-school activities, and school closures. Programs feature community partnerships, and the Before & After School Program at James River Elementary School will be operated by the Boys & Girls Club of the Virginia Peninsula.
