About
REC Connect and Teens On Point (T.O.P.) offer year-round youth and teen programs that include summer camps, before and after-school experiences, and school break experiences. Participants take part in educational opportunities, community partnerships, exciting field trips, and fun recreational activities. All summer camps and before and after-school programs are state-licensed.
• Ages: 5–14 years old
• Schedule: Before and after-school options and summer camp operate Monday–Friday, generally between 7 a.m. and 6 p.m., with school-year sessions running from late August through the end of the school year and summer camp sessions running from mid-June to mid-August, with some holiday closures and dates subject to the WJCC Public Schools 2026–2027 Academic Calendar
• Price: Before school $60/week, after school $65/week, before and after school $80/week; Summer Camp 2026 part-time (3 days or less) $105/week and full-time (4 or 5 days) $125/week, including field trip fees, with a $10 discount for second and subsequent children in the same family attending full time, and fees subject to change
All registrations are accepted on a first-come, first-served basis according to space availability, and all Summer Camp 2026 locations are full and operating on a waitlist. Clara Byrd Baker, Laurel Lane, Norge, and Stonehouse before and after-school programs for the 2026–2027 school year are currently full and using a waitlist. To be considered for a waitlist, a completed registration packet must be submitted first, and a non-refundable late fee of $30 is charged on late payments made after the Friday noon deadline if space is available, with payments not accepted after Monday at noon for the current week. A credit form must be filled out within 7 days of a missed program to receive a credit. Discounts are available to any qualified resident based on total income, and parents receive inclement weather updates through app, email, and text communication. The Before & After School Program at James River Elementary School will be operated by the Boys & Girls Club of the Virginia Peninsula, and programs feature community partnerships.
