Bay-Lakes Council Scouting Programs include Cub Scouting, Scouts BSA, Venturing, Sea Scouts, and Exploring. The programs are organized so that Cub Scouting is for youth in grade levels K–5th, Scouts BSA is for youth ages 11–17, Venturing is coed for ages 14–20, Sea Scouts is coed for ages 14–20, and Exploring is coed for ages 10–20. The Bay-Lakes Council operates several camps that host over 5,000 campers during the summer months and additional campers in the fall, winter, and spring.

• Schedule: Council and service center offices are open Monday–Friday, generally 8:00 AM–4:00 PM, with Scout Shops offering hours Tuesday–Saturday
The Bay-Lakes Council states that all youth deserve outdoor experiences and that its mission is to engage guests by delivering quality, innovative, and “Life on the Edge” experiences that support the mission of the Bay-Lakes Council. The council reports that it provides programs and services to over 5,400 youth in 22 counties in Eastern Wisconsin and that over 3,000 adult volunteers give their time and effort in these programs. The council notes that it has some of what it describes as the best camps in the country and first-class programs to match the facilities, and that its units offer activities in nature, values, and camaraderie. The Bay-Lakes Council Scouting Programs also offer curbside pick-up by appointment at both the National Scout Shop and the Bay-Lakes Scout Shop.
