The Boulder Creek Recreation and Park District was registered with the State of California in 1959 and is a political subdivision of the State of California operating under the Public Resources Code, Division 5, Chapters 4 and 5, sections 5780 through 5791, as a Special District. The district serves residents of ZIP codes 95006 (Boulder Creek) and 95007 (Brookdale) and works within the community through people, parks, and programs. On average, about 2,500 visitors each month in the fall and winter participate in programs and events at the Recreation Center, and park usage and park rentals increase in the summer months. The district states that it offers a variety of classes and events with different fee levels, that in general fees are lower than in other areas while still considering competitive prices in some situations, and that classes are set up as fee-based or district-sponsored, with some recovering their costs and others not.

The district’s mission statement describes Boulder Creek Rec & Park as a vibrant community hub that focuses on nature, wellness, and fun activities for all ages, and notes that improving customer loyalty is important. The mission statement also includes a detailed statement on the rights of all persons to recreation services, including the right to choose recreation and leisure activities that are personally satisfying and of interest, the right to non-discriminatory settings in practice, policy, and attitude, and the right to participate in a diverse choice of activities with peers that promote full inclusion. It states that individuals have the right to be treated with respect and supported in age-appropriate programs and services in a manner consistent with how people without disabilities are treated, and that individuals with disabilities have the right to request and receive support and accommodations to the degree that it does not fundamentally alter the intent and nature of the program design as defined by Title II of the Americans with Disabilities Act. It also states that program providers have the right to require all participants to meet minimal eligibility requirements and to ensure the safety and well-being of all participants in the delivery of recreation services and programs.
