Downey City Library Youth Programs offers activities such as Sign, Say & Play, where children and caregivers learn signs and songs through activities and play, and Rimas y Ritmos, a hands-on music and movement experience in Spanish for little ones and caregivers. The program also includes LEGO Builders Club with hands-on LEGO play and creative building challenges, Storytime for Library Littles (Preschool-English) with read-alouds plus themes that may include activities, playtime, or crafts, and Family Rhythms, where families clap, sing, and dance together while exploring rhythms, instruments, and songs. Additional options include the Columbia Memorial Space Center: STEM Workshop to build STEM projects, the STEM Mobile Makers-Summer Session for grades 3–5 with hands-on science and engineering activities and design-based challenges, a TTRPG Club focused on tabletop role-playing games, and a live musical Special Performance: Twinkle Time, described as a one-of-a-kind musical experience blending pop, Broadway, hip hop, and EDM glam and described as “like Lady Gaga for kids.”

The mission of Downey City Library Youth Programs is “Igniting a community of creative and critical thinkers.” The TTRPG Club is led by veteran Game Master Mark Shocklee. The STEM Mobile Makers program is led by California State University, Long Beach (CSULB) students who help develop, organize, and implement the program at libraries throughout the greater area, and the summer session is hosted by educators from California State University, Long Beach. The Columbia Memorial Space Center: STEM Workshop is hosted by the Columbia Memorial Space Center. Downey City Library is a selective government depository for both the U.S. Government Publishing Office and State of California materials and offers free public access to information produced by Federal agencies as part of the Federal Depository Library Program, as well as free WiFi at four Virtual Library sites throughout the City of Downey. Caregiver supervision is required for Sign, Say & Play, Rimas y Ritmos, LEGO Builders Club, Storytime for Library Littles (Preschool-English), Family Rhythms, and the Columbia Memorial Space Center: STEM Workshop, and a parent or guardian must sign in students for the STEM Mobile Makers-Summer Session (3rd–5th Grade). Registration for Rimas y Ritmos is completed in person at the Info Desk, and families can sign up for the waitlist for Sign, Say & Play, with invitations sent out as spots open.
