The Livermore Area Recreation and Park District was created in 1947 by a vote of the public. Its mission is to provide the people in its service area with recreation programs and a system of parks, trails, and facilities that enhance the quality of life. District funding comes from program fees, property taxes, a special tax, and parkland dedication or in-lieu fees from the City of Livermore for new park development. The District provides recreation and parks for a 243.5-square-mile area bounded by Contra Costa County to the north, San Joaquin County to the east, Santa Clara County to the south, and Pleasanton and Dublin to the west. It provides neighborhood parks ranging from two to twelve acres, community parks with amenities such as an equestrian center and rodeo grounds, sand-based all-weather soccer fields, and soccer and ball fields, as well as open space parks totaling 1,360 acres and special-use parks. LARPD states that it believes unique perspectives strengthen the organization, that its mission is to provide access to services for everyone, and that representation, fairness, and belonging enable it to provide better programs and unite employees and community members. LARPD also states that its strategy is to reflect the community it serves, that it acknowledges its rich history, and that it embraces a continuously evolving landscape of employee and community needs.
