Child & Family Services Early Childhood Education Programs offers comprehensive early childhood education programs and initiatives that involve children, parents, and education professionals. The program includes multiple specific programs such as Early Head Start, Head Start, California State Preschool, Universal Pre-Kindergarten, Migrant & Seasonal Head Start, Migrant Early Head Start, and several child care and development programs. It provides early childhood education programs to thousands of children and families through classes in early childhood education centers and licensed Family Child Care Homes.

Child & Family Services Early Childhood Education Programs focuses on the period of life from ages zero to five. It provides early childhood education programs to 9,300 children and 7,200 families across eight California counties with 168 classes within 78 early childhood education centers and 111 directly-contracted licensed Family Child Care Homes. CFS states that it impacts 21,500 lives in 221 classes, within 78 centers and 112 child care homes across eight counties, excluding programs reimbursed by the Alternative Payment (CAPP) program.

The program operates multiple initiatives, including: Alternative Payment (CAPP); California Home Visiting Initiative; California State Preschool; California Youth Behavioral Health Initiative (CYBHI); CalWorks Early Education Program; CCR&R Health & Safety Activities; Child Care Initiative Project; Early Education Teacher Development; Early Head Start; Early Head Start – Child Care Partnership; Emergency Child Care Bridge Program; Farm & Food Worker Relief Grant Program; General Childcare & Development Program; Harvest of the Month; Head Start; Inclusive Early Education Expansion Program; Infant/Toddler & Preschool Quality Counts California (QCC); Migrant & Seasonal Head Start; Migrant Child Care; Migrant Early Head Start; Resource & Referral; Stanislaus County Child Care & Development Local Planning Council; and Universal Pre-Kindergarten (UPK). CFS provides comprehensive early childhood education programs and initiatives that empower parents and 1,200 education professionals and delivers programs that are described as diverse, equitable and inclusive and that incorporate recognized best practices to yield optimal academic and developmental outcomes.

CFS creates opportunities, impacts lives and unites communities by educating children, supporting parents, and developing professionals. CFS works with delegates, subcontractors and partners in conjunction with the Central California Migrant Head Start (CMHS) Joint Powers Authority (JPA). Partners within the eight counties include Central California Child Development Services, Inc.; Community Action Partnership of Madera County; Empire Union School District; El Concilio Family Resource Center; Keyes Union School District; Modesto City Schools; Pajaro Valley Unified School District; Salida Union School District; Stanislaus County Office of Education Grantee Operated; Turlock Unified School District; and Waterford Unified School District.
