Child Development Resources Head Start and Early Head Start Programs offer Head Start and Early Head Start services that include early childhood education and subsidized child care programs. The programs welcome and encourage parents and families to get involved in their child’s education. The Resource and Referrals program connected to these services provides free child care referrals in Ventura County and maintains a resource and toy lending library with books, literacy kits, musical instruments, and more.

Child Development Resources Head Start and Early Head Start Programs serve children through Early Head Start for children from birth to age three and pregnant mothers, and through Head Start for children ages three to five years. Head Start is a no-cost comprehensive family-focused program for children ages three to five whose family income falls within the federal poverty guidelines. Eligibility for Head Start and Early Head Start is based on family income, family size, and age of the child, with additional eligibility for families experiencing homelessness, children in foster care, families receiving TANF/CalWORKs, and families in which any parent or sibling is receiving Supplemental Security Income. Head Start programs can enroll a limited number of children whose families are above the income guidelines when space is available, and the programs accept children with disabilities or special needs, with agencies required to enroll a certain number of students with an IEP or IFSP. The Head Start and Early Head Start programs have twenty-six site locations in Ventura County, serving a total of 1,384 children.
Child Development Resources (CDR) provides a foundation to build promising futures for children and collaborates with families and communities to deliver programs that enrich lives. For more than 40 years, CDR has recognized that one organization, acting alone, is not able to undertake the challenges of making quality early child care and education available to all families in the community. CDR employs over 400 individuals in roles such as teachers, cooks, eligibility staff, financial staff, directors, and officers, described as top-notch, highly qualified people with a passion for children and a belief in CDR’s mission and core values. The organization is led by Chief Executive Officer Jack Hinojosa. CDR actively seeks to develop, secure, and promote a variety of programs and resources to serve the needs of children, families, and the community of Ventura County, and contracts with thousands of child care providers locally as a major contributor to the economic vitality of Ventura County.
