TLC was founded in 1975 by a group of parents whose children faced the prospect of a lifetime in large, isolating, and often uncaring institutions. They opened California’s first residence specifically for adults with multiple disabilities and blindness who could not live independently. Today, TLC remains the only organization specializing in serving adults who are challenged by multiple disabilities, and its homes, residential, and student services together involve 12 residents, 80 students, and 120 staff. TLC’s mission is to advocate, care for, honor, uplift and celebrate individuals with multiple disabilities, so that they may reach their fullest potential. TLC’s vision is to foster an integrated community where everyone from the people served, to staff, and the surrounding community can thrive and express themselves fully through the arts. Family members are encouraged to visit TLC in advance of needing services. The Children’s Creative Arts Program is led by Children’s Creative Arts Program Director Anne Rivera, with additional leadership from Creative Arts Artistic Director James Sauer and Creative Arts Program Directors Juan Sandoval and Martine Farve, alongside TLC’s broader leadership team.
