The Basketball program is part of the Richmond Police Activities League, a California nonprofit organization founded in 1982. RPAL states that its mission is to provide a safe and nurturing environment for young people through recreational, educational, cultural, and social programs while building positive relations between police officers and the community. RPAL describes its programs as meeting young people “where they are,” with structured educational and recreational activities that are challenging and enjoyable to members. RPAL reports that services and resources for members include a meal, homework assistance, a safe place to go after school, and access to a caring adult to talk to. RPAL is a member of both the California Police Activities League and the National Police Activities League. RPAL states that being a member provides a safe space for young people to develop personal and interpersonal skills, gain self-confidence and self-esteem, positively interact with peers, and build a strong support network for making healthy life choices.
