NorCal Arts states its mission as “Building bridges to inspire the artists of tomorrow.” The program is led by professional teaching artists and professional staff, and Junior Theater Festival Company participants attend workshops with Broadway professionals. NorCal Arts Junior Theater Festival Company participates in the Junior Theater Festival, described as the world’s biggest and best celebration of young people performing musical theater, where troupes perform fifteen minutes from a Broadway Junior show for adjudication by a panel of musical theater experts.

NorCal’s Theater Arts & SEL Integration program for classrooms incorporates VAPA, SEL, and ELA standards and uses culturally responsive lesson plans inclusive of emerging bilingual learners, with Social Emotional Learning signature practices woven into each class. The Performing Arts Corps is a 9‑month holistic and extensive actor training program for students in grades 7–12 that focuses on all aspects of professional theater and film, and it includes business and life skills offered in a Leadership Institute and College & Career Counseling programs. Junior Theater Festival Company participants receive professional training and rehearsals, perform at the Junior Theater Festival in Sacramento, take part in workshops with Broadway professionals, and network with young performers from around the world.

One parent testimonial states, “I can’t thank you enough for all the help you gave Fiona and us over the past year. Encouraging Fiona to do a ‘walk-in’ for MSU at Unifieds might have been the best thing she ever did. And I’ll always remember the support you gave us.” A student testimonial states, “Thank you for fostering an inclusive program that gave so many of us a chance to use our voices and fall in love with our craft. I hope you know how much you inspire us and how much you’ve taught us.”
