River City Youth Soccer League offers soccer programs that include league games for youth players. The program also offers referee field courses for 25/26 licenses.

• Schedule: League Board Meetings are held on the third Wednesday of each month starting at 7:00pm, and the 2026 Annual General Meeting is on January 21st at 7:00pm.

River City Youth Soccer League states that its goal is to provide an opportunity for youth players of all skill levels to participate in soccer programs. The league is comprised of seven recreational clubs and one competitive club representing neighborhoods throughout Sacramento County, with Union Sacramento FC serving as the competitive club that selects players to compete at a higher skill level. Union Sacramento FC draws players from the greater Sacramento area, including Arden Park (AP), British American (BAC), Del Dayo (DD), El Camino (FEC), Rosemont (RSC), Sierra Oaks (SO), and St. Ignatius (SI). RCYSL is affiliated with the California Youth Soccer Association (Cal North) for recreational programs and with Cal North and US Club for the competitive program, and these organizations are affiliated with United States Youth Soccer, the United States Soccer Federation, and FIFA. RCYSL is a non-profit California corporation supported through player registration fees and donations. The RCYSL Referee Coordinator is Jose Moreno.

River City Youth Soccer League has a referee abuse policy for 2025 that includes a tripled-discipline multiplier for abuse of an officiating minor. The league has an AQI policy for games U6–U14 that cancels games at or above 150 AQI based on the IQAir app starting at 2 p.m. the preceding day using the app’s projection for the general time of game start, while U16 and U19 AQI cancellations are decided by CPL. Each club may set its own AQI policies for practices but must follow field closures from the permitting entity. The league makes a Cal North Concussion Procedures and Protocol document, revised for RCYSL, available in its Downloads section and requires a specific protocol to be followed if a concussion injury is suspected. A Cal North Concussion Notification form is also available in Downloads, and the revised Referee’s Send-Off Report form includes a check-off box to indicate the occurrence of a possible concussion.
