San Marcos Pop Warner was founded in 1977 in the San Marcos area. The program is a local association of Pop Warner Little Scholars, Inc., which is a Youth Partner of the NFL and an NFL Youth Football Partner. San Marcos Pop Warner has a nationally ranked cheer program.

San Marcos Pop Warner states that it provides a youth football and cheer program with emphasis on developing athletes while promoting safety, fun and participation for all, and advocating good sportsmanship, respect, and honoring the game. The mission also includes encouraging teamwork, self-discipline, leadership and academic achievement, and promoting a culture that builds self-esteem and highlights the importance of both athletics and scholastics.

The program is open to kids ages 5 to 15 who live within the San Marcos Pop Warner boundaries or in the San Marcos School District. Pop Warner is described as the only youth football program that sets and enforces a strict age and weight matrix, has mandatory play requirements so everyone participates under mandatory rules of play, and requires participants to perform adequately in the classroom before permitting them to play. The organization states that it focuses on forming good citizens and developing fine character in addition to coaching athletic skills, and that its objective is to teach each player the fundamentals of football in an organized, adult-supervised, safety-oriented, and fun setting.
