The mission of San Marcos Pop Warner is to provide a quality youth football and cheer program with emphasis on developing athletes while promoting safety, fun and participation for all, and to advocate good sportsmanship, respect, and honoring the game. The organization states that, through encouraging teamwork, self-discipline, leadership and academic achievement, it is committed to promoting a positive culture that builds self-esteem and highlights the importance of both athletics and scholastics. Its stated goal is to encourage and increase youth participation in football and cheerleading by providing a safe and positive playing environment for all participants, and to instill life-long values of teamwork, dedication and a strong work ethic in the classroom and on the field.

San Marcos Pop Warner is the local association of the national Pop Warner Little Scholars, Inc. organization, which is a Youth Partner of the NFL and an NFL Youth Football Partner. Pop Warner is the only youth football program that sets and enforces a strict age and weight matrix, and Pop Warner football has 12% fewer injuries per capita among 5–15 year olds than organized soccer in the same age range, as stated in the program’s information. Everyone participates under Mandatory Play Requirements, and Pop Warner Little Scholars, Inc. requires participants to perform adequately in the classroom before permitting them to play.

The objective of San Marcos Pop Warner football is to teach each player the fundamentals of football in an organized, adult-supervised, safety-oriented, and fun setting. The program places strong emphasis on good sportsmanship, fair play, and teamwork, with a primary focus on forming good citizens and developing fine character.
