ATCAA Early Head Start and Head Start / State Preschool Programs offer child development services that include in-home visits, pregnancy support, and parent support and education. The program also offers parent volunteer opportunities, job readiness opportunities, paths to leadership opportunities, and bilingual services.

• Schedule: Main offices and service centers are generally open Monday–Thursday during daytime hours, with specific public hours such as 8:30 am–3:30 pm or 9:00 am–4:00 pm and closures on Fridays

The Amador Tuolumne Community Action Agency (ATCAA) was created in 1981 through a Joint Powers Agreement between the counties of Amador and Tuolumne. ATCAA states that all ATCAA services are free to eligible clients and that this institution is an equal opportunity provider. ATCAA’s mission is to promote the economic security, self-sufficiency and well-being of families and individuals by providing for basic human needs through direct assistance and community collaborations, with the belief that all people deserve the opportunity to thrive.

ATCAA is a public, nonprofit entity and a public agency that is part of the Community Services Block Grant (CSBG) network of local agencies. ATCAA maintains a tripartite Board of Directors with eighteen member seats representing the private sector, public sector, and low-income representatives of the community, and maintains a tripartite board structure with representation from the low-income community, local elected officials, and public and private sector stakeholders. ATCAA is part of the CSBG federal anti-poverty network of more than 1,000 agencies that create, coordinate and deliver programs and services to low-income Americans in 99 percent of the nation’s counties.

ATCAA provides services based on local community assessments that identify the assets and needs of the community, and services and projects have varied over the years based on community need and available funding. Programs and services are provided in both Amador and Tuolumne counties at convenient locations, and many services are also provided in neighboring counties of Calaveras, Alpine and Mariposa. ATCAA’s services are supported by hundreds of volunteers and contributions from local community organizations, schools, agencies, churches, businesses and individuals, and ATCAA collaborates with community organizations to deliver a broad range of comprehensive services to create economic opportunity and have a measurable impact in the lives of those in the communities.
