Boulder Bulls Basketball offers spring and summer youth basketball tryouts, skills training, and coaching teams. The program includes individual ball handling, shooting mechanics, and footwork, with options for both recreational/competitive teams and development of ELITE players and teams. It also runs the Boulder Bulls Jr Skills Academy, where skills training is designed to prepare players to play at the highest level with a focus on fun, and where new to the game 11–18 year olds may also start until they are ready for practices.

The program states that it focuses purely on development in mindset, skillset, and athleticism, and that it is striving to build a basketball culture where players expect and prepare for the college and professional levels. According to the program, attention to detail, leadership ability, mindsets, skillsets, and athleticism are challenged every day, and it describes itself as a program for everyone while also being an environment for players and leaders who want to be exceptional. The program notes that elite players generally play 1–3 age groups up in tournaments, that national teams are currently at the 3rd and 4th grade levels and are expected to be among the best in the country, that gender is not important at the elite level, and that top players will develop elite leadership and have early opportunities to coach teams. It states that the only requirement is a love of the game, dedication, and the desire to learn, and that players will develop mental toughness and the capacity for hard work.

Since January 2017, Boulder Bulls Basketball reports that it has raised over $2,600 for scholarship athletes and has secured over $1,500 in scholarships for individual camps over the same time frame. The program operates the MICHAEL WALLIS ROGGE SCHOLARSHIP FUND in memory of Michael W. Rogge and in honor of the Rogge Family, with a stated goal to grow the fund each year through donations to reach and impact a wide range of players who love to play basketball.
