Human Services, Inc. Head Start / Early Head Start is a comprehensive preschool program that offers early childhood education, health, nutrition, parent involvement activities, and community support services for the entire family, as well as special services to preschool children with recognized disabilities. The program follows Head Start Performance Standards and Indiana licensing regulations and provides services in a center base setting. The program emphasizes an inclusive approach that includes educational, health and well-being, social-emotional, physical activity, and healthy food choice curriculums.

Human Services, Inc. Head Start / Early Head Start is a Federal grant funded early childhood education program and a federally funded program that promotes the school readiness of children ages three to five years old from low-income families by supporting their cognitive, social, and emotional development. Human Services, Inc.’s Head Start Program provides free early childhood services in Bartholomew, Decatur, Jackson, and Johnson Counties to children 3 to 5 years old and their families. Program services are designed to be responsive to each child and family’s ethnic, cultural, and linguistic heritage, and all services are provided without regard to race, age, color, religion, sex, disability, national origin, ancestry, familial status, or status as a veteran. Head Start is a comprehensive preschool program for low-income children ages 3 through 5 and their families, and Head Start provides support to the whole family to ensure every child is ready for kindergarten.

Head Start programs provide a learning environment that supports children’s growth in the domains of language and literacy, cognition and general knowledge, physical development and health, social and emotional development, and approaches to learning. Program benefits for children include learning to express thoughts and feelings, increasing self-confidence, establishing positive relationships with other children, developing literacy and math skills, healthy meals and snacks, health, development, hearing and vision screenings, school readiness, and collaboration with other agencies for children with special needs. The inclusive approach leads children to self-regulation through educational, health and well-being, social-emotional, physical activity and healthy food choice curriculums.

Head Start emphasizes the role of parents as their child’s first and most important teacher. Head Start programs build relationships with families that support family well-being and positive parent-child relationships, families as learners and lifelong educators, family engagement in transitions, and family connections to peers and community. Program services to families include connections and referrals to resources in the community, financial assistance with health care costs for students needing preventative care or treatment not covered by insurance, parent meetings, volunteer and training opportunities, and quality early childhood education and social-emotional support. Families can receive assistance with childcare, utilities, health insurance, medical and dental care, access to early intervention services, and more at no cost through a broad network of community support in each area served.

Families with children ages three to five years old who have a household income at or below 100% of the Federal Poverty Guidelines, children in foster care, families that receive TANF or SSI, or children with a documented learning disability qualify for Head Start, and some families with higher incomes may be eligible. Income guidelines are based on 100% of the Federal Poverty Guidelines, with exceptions for households with a disabled member or those involved with Child in Need of Services (CHINS), and families do not have to be working or in school to qualify. An appointment is required, and families can apply in person at their local office, by mail, or online. Birth Certificate, shot records, ID for parent, and Social Security number or Individual Taxpayer Identification Number (ITIN) are required.

Human Services, Inc. began in 1965 as BBJ – Community Action Program, and in 1973 the agency became Human Services, Inc. The mission is “Bridging the gap to stability through coaching, education and partnerships.”
