Arbutus Recreation & Parks Council Youth Programs offers a wide range of activities, including Girl's Basketball, Boys' Basketball, Adult Basketball, AGAA Travel Basketball, Little League Baseball, Softball, Volleyball, Youth Football, Youth Cheerleading, Badminton, and Yoga. The programs also include child care options, with specific child care programs at Halethorpe Elementary School and Arbutus Elementary School, as well as a Therapeutic Camp. The council organizes community events such as the Softball Opening Day Parade, the Arbutus Firecracker 10K, the Arbutus 10K, the Arbutus 4th of July Parade, the 4th of July Parade, and the Parade with Santa, along with Boys Basketball Registration.

The Arbutus Recreation and Parks council began in 1947 and later became the Community Playground Recreation Association, Inc. After name changes in 1960 and January 1963, it eventually adopted its current name, Arbutus Recreation and Parks Council. The council is a community volunteer organization dedicated to the preservation of the environment and the development of recreational opportunities for the citizens of the Arbutus community.
