The Youth Program includes on-land instruction to learn the basic rowing stroke, practice of the rowing stroke on an erg, and on-water rowing in a variety of different boats. Participants also experience rowing on the Hudson River.

• Price: All members are required to register and pay an annual membership fee, which is currently $295 per year.

Albany Rowing Center was founded in 1984 as the Organization of Adirondack Rowers and Scullers, and in 2000 it filed with the Department of State to use Albany Rowing Center as its official business name. The mission of Albany Rowing Center (ARC) is to stimulate and foster interest in the sport of rowing among amateurs, to publicize the benefits of rowing as a means of health and physical development, to uphold the principles and standards of amateur rule, and to promote interest in the sport of rowing through competition and the holding of regattas. ARC states that it will use every reasonable means to advance and promote amateur rowing in accordance with the best traditions of sportsmanship and will purposefully act to accomplish its mission.

USRowing requires adults over the age of 18 involved with the organization to complete Safe Sport training, which includes a 90-minute core training and a 30-minute annual refresher course. The day-to-day business of Albany Rowing Center is guided by an all-volunteer Board of Directors consisting of nine members, including President Eric Breimer, Vice President Rebecca Clark, Treasurer Michelle Conway, Secretary Tanya Burton, Directors Katherine Bollin, Louise Farrell, Samin Khan, Catherine Dickert, Prasad Shinde, and Past President Anne Murphy. Albany Rowing Center is an affiliated member of USRowing, is a tax-exempt organization under Section 501c(3) of the federal Internal Revenue Code with a determination letter issued in April 1991, and is a registered charity in New York State that files an annual financial statement with the New York State Attorney General's Charities Bureau.

Albany Rowing Center is a not-for-profit organization that offers recreational and competitive rowing opportunities for both youth and adults. ARC uses a club management system called iCrew for program registrations, payments, and practice attendance. ARC covers the cost of USRowing individual membership as part of the annual membership fee and is an equal opportunity employer that states it does not discriminate in its hiring practices. ARC is partners with Omni Fitness Center for its Winter Training Program and has received financial support from Stewart's Shop and the Dake Family. In 2025, the Albany County Legislature awarded $10,000 to Albany Rowing Center to support Youth Summer Camps, Common Roots Brewery awarded $2,500 to support dock upgrades at the Corning Preserve, and Discover Albany awarded $5,000 to support the Head of the Hudson Regatta.
