Its mission is to provide high-quality early childhood education, care and youth development programs, with a focus on kindergarten readiness and school-age enrichment. Horizon Education Centers is a proud partner of the Ohio Healthy Programs, which ensures children have healthy food options daily, and notes that County Child Care Voucher income limits have increased and that free preschool scholarships are offered at the Cascade location.

The Cascade Child Care Center holds the highest quality Gold Rating from the State of Ohio's Step Up to Quality Program, and Horizon’s center-based programs are highly rated by Step Up to Quality. The leadership and teaching team at Cascade includes Center Director Kait Welsandt; Site Coordinators Alyson DeMuth and Allyson Spay; Business Coordinator Renee Holbert; Lead School Age Teacher Anna Chavalia; Infant Lead Teachers Sarah Naylor and Sophia Kamenos; and Preschool Lead Teacher Tori Costello. Staff education credentials include bachelor’s and associate degrees, Child Development Associate certifications, CDA credentialing, OCCRA training, high school diplomas with some college coursework, and ongoing studies at institutions such as Grand Canyon University, Bowling Green State University, Southern New Hampshire University, Heidelberg University, Northwest State Community College, Polaris Career Center, and Lorain County Community College.

One parent reports that Horizon’s after school program helped a child improve performance in spelling and math, receive individualized attention, make new friends, explore new interests, and develop an interest in science. Another parent at the Cascade location reports that a child with separation anxiety and ADHD improved with the help of teachers who supported milestones and preparation for the outside world and made the child feel welcome, like a second family. A third parent with children at the Triskett Station location reports that staff showed compassion and love, went above and beyond, and did not use a one-size-fits-all approach but instead tailored their approach to the child’s needs.
