The Hood River Valley Parks & Recreation District began in 1988 and took over a public pool that dates back to the 1940s, later expanding in 1992 to include parks, trails, and recreation services. Youth and adult recreation programs were added in 2021. The district operates and maintains the Hood River Aquatic Center, where the Aquatic Center teaches life-saving swimming skills and what to do if someone gets “in over their head,” from being fearful of going underwater to swimming training laps for competition. The district also develops and maintains parks and trails across Hood River County and has been the main creator of new parks in the county since 2002.

Hood River Valley Parks & Recreation District is governed by a five-member board of directors elected at-large by district voters to four-year terms. The leadership team includes Director Mark Hickok, Assistant Director Marcie Wily, Aquatic Center Supervisor Ally Kriskewic, Assistant Supervisor (Aquatics) Kenna Harris, Recreation Supervisor Jaime Rivera, Assistant Supervisor (Sports + Recreation) Gio Mangaña-Rivera, Program Coordinator Kennedy Breithaupt, and Maintenance Supervisor Anthony Johnston. The district’s mission is to provide recreational opportunities to the citizens of the Park District, with a focus on the youth of the community, and to develop and maintain facilities and programs that offer safe and economical recreational environments for all users. Hood River Valley Parks & Recreation District serves almost all of Hood River County, excluding the City of Cascade Locks, alongside other local providers such as the City of Hood River, Hood River County, Port of Hood River, and Hood River County School District.
