NCRD Youth Programs offers activities including Futsal, Basketball, Baseball/T-Ball, Spring Soccer, Fall Soccer, Summer Camps, Summer Field Trips, Summer Open Swim, Art Camp, Cooking Camp, Forest to Sea camp, Gardening camp, Missoula Theatre Camp, Outdoor Adventure Camps, Hoffman Art Camp, and Mudd Nick Art Camps. Each youth program and camp offered from the Youth Center provides morning and afternoon snacks and lunches, and NCRD staff pick up pre-packed lunches from Munch A Lunch daily for camps. Summer Play Care attendees, Forest to Sea camp attendees, and Cooking & Gardening camp attendees have the option to attend open swim every day at no additional cost, while swimming is not included in the cost of Art Camp.

• Price: $10 for each Mudd Nick Art Camp for children going into grades 1–5; $25 for Cooking Camp; $25 for Outdoor Adventurer Camp #1; $10 for Hoffman Art Camp; Missoula Theatre Camp is free due to donations from the Mudd Nick Foundation

Every summer, NCRD Youth Programs provides a series of eight summer field trips, with lunches provided by Munch A Lunch that are free and packaged offsite, and children with specific dietary restrictions or allergies are advised to bring their own lunches and snacks for field trips. Outdoor Adventurer Camp gives children daily field trips to nearby rivers, bay, and ocean, has 20 available spots for children in 2nd–6th grade, and always has a waitlist. Hoffman Art Camp includes a gallery opening at the end of the week for children to show their work to friends, family, and the community. Children are advised to dress for the weather and bring a backpack with a water bottle, sunscreen, and closed-toe shoes on field trips.

NCRD Youth Programs are part of North County Recreation District, which began operations in 1997 after being created by a vote of the people in November 1996, and it is a Special District of Oregon. The pool tradition at NCRD began in 1930, NCRD acquired ownership of its main building in 2002, acquired the baseball field in 2007 and named it Rex Champ Field, completed renovation of the old auditorium into a Performing Arts Center in 2016, and had a community-approved bond measure in 2020 to build a new aquatics center. NCRD has invested in accessibility features including a wheelchair ramp, ADA accessible restrooms, a converted freight elevator for pool access, ADA accessible pickleball courts, smoke/fire alarm systems with strobe lights, and is transitioning to a new 100% accessible swimming pool. NCRD has a scholarship program to help families with limited financial resources access programs.

The NCRD Youth Programs mission is to offer affordable indoor and outdoor opportunities for the children of North Tillamook County to learn and grow in a safe environment, and the North County Recreation District’s mission is to promote the educational, social, and physical well-being of the north Tillamook County community. Justin Smith serves as the Executive Director of North County Recreation District and is a Certified Park and Recreation Professional, and Jennie Meyers began work in the office of the Fitness Center at NCRD in March 2015 as a Membership/Fitness Attendant.

NCRD Youth Camps are supported by the MuddNick Foundation, Eugene Schmuck Foundation, Munch a Lunch, Herbert A Templeton Foundation, and Trust Management Services. Outdoor Adventurer Camp #1 is offered in partnership with Lower Nehalem Community Trust. Friends of NCRD’s mission is to support NCRD by promoting it and raising funds for its programs and projects, and in 2022 Friends of NCRD raised more than $27,000 for Youth, Aquatics, and Fitness scholarships, together with NCRD programs and projects. Friends of NCRD collaborated with the Fitness Center on “Pop Goes the Heart,” a February fundraiser for new fitness equipment, and the Plastic Project Committee encouraged community recycling and gifted three outdoor benches to NCRD.
