NCRD Youth Camps offers activities that include Futsal, Basketball, Baseball/T-Ball, Spring Soccer, Fall Soccer, Summer Open Swim, Forest to Sea camp, Cooking & Gardening camp, Art Camp, Missoula Theatre Camp, Cooking Camp, Outdoor Adventurer Camp, Hoffman Art Camp, and a School Swim Program. Each youth program and camp offered from the Youth Center provides morning and afternoon snacks and lunches, and NCRD staff pick up pre-packed lunches from Munch A Lunch daily. Summer Play Care attendees, Forest to Sea camp attendees, and Cooking & Gardening camp attendees have the option to attend open swim every day at no additional cost, while swimming is not included in the cost of Art Camp.

Art Camp (Mudd Nick Art Camp 1) runs June 16–19, 2025, from 9:00 am to 3:00 pm, and Mudd Nick Art Camp 2 runs June 30–July 3, 2025, from 9:00 am to 3:00 pm. Missoula Theatre Camp runs June 23–28, 2025, Monday through Saturday, 10:00 am to 2:30 pm, with performances on Friday at 7:00 pm and Saturday at 2:00 pm after a one-week rehearsal process for an original MCT musical. Cooking Camp runs July 14–18, 2025, Outdoor Adventurer Camp #1 runs July 21–25, 2025, Hoffman Art Camp runs August 11–15, 2025, and Outdoor Adventurer Camp #2 runs August 18–22, 2025, each over five days. Registration for all summer field trips and for camps opens April 21, 2025, at 8:00 am. Every summer, NCRD provides a series of eight summer field trips, and field trip lunches are provided by Munch A Lunch but cannot accommodate special dietary restrictions or allergies because they are packaged offsite, so children with specific dietary restrictions or allergies should bring their own lunches and snacks. Children should dress for the weather and bring a backpack with a water bottle, sunscreen, and close-toed shoes on field trips.

Art Camp is for full-time residents of North Tillamook County only, and non-full-time residents are wait-listed. Sign-up for Art Camp is for one camp week per child, enrollment fills on a first come first served basis, and waitlisted children are selected in order of returned forms if there are cancellations. Missoula Theatre Camp is offered to full-time students currently enrolled within the Neah-Kah-Nie School District. Hoffman Art Camp includes a gallery opening at the end of the week for children to show their work to friends, family, and the community.

NCRD Youth Programs offer affordable indoor and outdoor opportunities for the children of North Tillamook County to learn and grow in a safe environment. Camps are supported by the MuddNick Foundation, Eugene Schmuck Foundation, Munch a Lunch, Herbert A Templeton Foundation, and Trust Management Services. Outdoor Adventurer Camp #1 is in partnership with Lower Nehalem Community Trust. NCRD has a scholarship program that can help families with limited financial resources to access programs. NCRD has invested in accessibility features including a wheelchair ramp, ADA accessible restrooms, a converted freight elevator for pool access, ADA accessible pickleball courts, smoke and fire alarm systems with strobe lights, and is transitioning to a new 100% accessible swimming pool.

North County Recreation District began operations in 1997 after being created by a vote of the people in November of 1996, in a building originally constructed as a school in 1920. The pool tradition of providing every child in the community the opportunity to learn how to swim began in 1930. In 2002, NCRD acquired ownership of the building, in 2007 it acquired ownership of the baseball field from the county and named it Rex Champ Field, in 2016 it completed renovation of the old auditorium into a Performing Arts Center, and in 2020 the community approved a bond measure to build a new aquatics center. Friends of NCRD’s mission is to support NCRD by promoting it and raising funds for its programs and projects, and in 2022 Friends of NCRD raised more than $27,000 for Youth, Aquatics, and Fitness scholarships together with NCRD programs and projects. The Plastic Project Committee encouraged community recycling and gifted three outdoor benches to NCRD, and Friends of NCRD collaborated with the Fitness Center on “Pop Goes the Heart,” a February fundraiser for new fitness equipment.

Justin Smith serves as the Executive Director of North County Recreation District and brings over 15 years of leadership in parks and recreation, aquatics, and facility management. Justin Smith is a Certified Park and Recreation Professional. NCRD’s mission is “Our mission is entire north county community by offering activities for all ages and abilities in an inviting environment.”
