Rose City Futsal Youth Programs offer futsal and indoor soccer through youth leagues, a youth academy, and futsal camps. The program runs alongside adult leagues and an adult academy that share the same futsal and indoor soccer facilities. All players use indoor futsal courts on hard, flat surfaces similar to basketball courts and play with a smaller, heavier, low-bounce ball that stays on the ground more.

Every player in Rose City Futsal Youth Programs needs an annual membership and personal player card, which is used to check in to facilities and sign in for games, and this membership is included when signing up for academy classes. The youth academies use a low coach-to-player ratio, and community teams are available for players who do not already have a team, with a Community Team Manager provided. Membership includes access to programs at both RCF East and RCF West, which are described as Oregon's home for futsal and include Clive’s Pub on a second-floor mezzanine where games are shown on TVs.
Rose City Futsal was founded in 2013 by ten Portland families, and a second facility opened in 2016. Its mission is to grow the game of futsal while building a supportive community around indoor soccer in Portland, and it was founded by and for the community with a focus on a diverse, welcoming futsal community.
