Skyline CAP Head Start is part of Skyline CAP, a non-profit community action agency that offers education and housing programs for families and individuals. The program is connected with Skyline CAP’s Healthy Families program, which includes the SAFE (Safety Advances Family Empowerment) initiative that provides items to improve safety within the home environment for enrolled families. A key component of the Healthy Families program is observation of home environments, with child safety playing a significant role in the process.

Incorporated in 1990, Skyline CAP, Inc. is a non-profit community action agency designated by the Governor of Virginia and approved by the localities it serves to provide resources that combat poverty. Skyline CAP is a designated community action agency for Greene, Madison, and Orange counties and extends many of its programs to Fauquier, Page, Rappahannock, and Warren counties. Skyline CAP’s housing program offers affordable housing resources, support for renters, and initiatives to prevent homelessness, and the new Madison office at 534 S. Main Street serves as the hub for Skyline CAP’s Human Resources team.

Skyline CAP states that its mission is to strengthen communities by improving the lives of those in need through actions promoting self-sufficiency, and to eliminate the impact of poverty by focusing on education, housing stability, and economic opportunities. Skyline CAP is a key provider of education and housing services in the region, and community partners contributing to Skyline CAP Head Start families include Oak Grove Fellowship Church, Piedmont Episcopal Church, Our Lady of the Blue Ridge, Madison Lions Club, Madison Jazzercise, Madison Presbyterian, Girl Scout Troop #573, Anytime Fitness Ruckersville, Greene County Woman’s Club, Toys for Tots, Emmanuel Lutheran and Pastor Nate Robinson, Frank King, and Timmy Brogan. Toys for Tots made a very generous donation of bikes and other gifts to each of Skyline CAP’s Head Start students in Warren County.

The leadership and partner team connected with Skyline CAP includes Simon Fiscus, Skyline CAP executive director; Jonathon Weakley, Madison County Administrator; Pam Frederick, Skyline CAP Board President; Gunnar Cain, Assistant Head Start Director for Skyline CAP; Erik Johnston, President and CEO of the Virginia Community Action Partnership (VACAP); and Dawn Ault, Executive Director of the Virginia Head Start Association (VAHSA). Gunnar Cain has noted that the holidays can be a challenging time for many Skyline CAP Head Start families and has credited Toys for Tots and other community partners with making the holiday season brighter for children and their families. Simon Fiscus has described the new offices dedicated to supporting Skyline CAP’s housing program and human resources activities as an important step for the organization and has said that the space reflects a commitment to expanding resources and creating an accessible and welcoming environment for community members.
