Believe-N-U Academic Development Center provides a continuum of services and environments from the most restrictive to transitioning to a regular education classroom and was developed to give parents and students an alternative to the regular school setting. The center is part of Believe-N-U Youth Empowerment, which received its initial licensure as a Supplemental Educational Services provider for the Commonwealth of Virginia in November 2009 in English/Language Arts, with additional licensure in Mathematics and Science. Believe-N-U Academic Development Center was developed in November 2015. Believe-N-U Youth Empowerment was created by Demetria Jennings, a parent who founded the organization to help other parents.
The mission of Believe-N-U Youth Empowerment states that it is an organization created by a parent to help other parents and that the only appropriate education is an effective education. The mission also states that parental involvement and participation is crucial in a child's development, that educational programs should be held accountable to produce outcomes that are socially valuable, functional, and acceptable, and that a working relationship between school and home is critical to the success of a child's education. It further states that if a child cannot learn by the way that teaching is provided, then teaching must be adjusted in a way the child can learn, that behavior in any form is communication, that everyone belongs, and that success is unique.
Believe-N-U Youth Empowerment provided services to 23 school districts across the Commonwealth of Virginia during the 2010–2011 school year, and to 38 school districts across the Commonwealth of Virginia and 18 school districts across the state of North Carolina during the 2011–2012 school year. During the 2012–2013 school year, Believe-N-U Youth Empowerment further expanded its service area to include Maine, New Hampshire, West Virginia, and Texas.
