Swim Lessons and Junior Lifeguard Programs include swimming, swim lessons, and Junior Lifeguard programs. The program uses an all-day swim pass that is valid from 11am to 6pm, with everyone required to exit the water at 5:30pm. Swim entry registration opens on specific dates for each month: April 30 for May, May 5 for June, June 4 for July, and July 2 for August and September.

Swim facilities for these programs include six open-water lakefront beaches, two chlorinated lagoons, two pools, and two bay shoreline beaches. Junior Lifeguard programs are offered at several lakes. Walk-ins for all open locations are available on a first-come, first-served basis until capacity is reached. At Cull Canyon and Don Castro, an optional swim entry registration is offered on weekends and holidays during the swim season. Each individual may register up to 10 people total per swim session, all members of the group must enter the swim facility together at the same time, infants count toward the 10-person limit, and admission is only granted for the number of people registered and paid for.

Beach wheelchairs are available for free on a first-come, first-serve basis and are not intended to enter the water. To reserve a beach wheelchair, visitors call the park office before visiting, and a staff member brings the chair to the beach, gives a brief orientation on its use, and arranges a time for it to be returned. The swim facilities at Castle Rock in Walnut Creek and Roberts Regional Recreation Area in Oakland are accessible to swimmers with disabilities and each has an accessible pool lift, restrooms, changing rooms, and drinking fountains.
