Costa Mesa Tennis Center Junior Tennis Program and Summer Tennis Camp offers after school junior clinics, summer tennis camps, junior team tennis, junior tennis tournaments, and open junior play. The program takes place at a facility that also offers private tennis lessons, adult tennis clinics, USTA leagues, club tournaments, pickleball lessons, and table tennis.

Since 1994, Top Seed Tennis Academy has been recognized as an elite tennis management company in Southern California and manages this program in partnership with Cameron and Carsten Ball for the City of Costa Mesa. The Costa Mesa Tennis Center mission statement says it is a facility where adults and juniors of all levels learn tennis for a lifetime of fitness and enjoyment. The staff lives locally and are described as experts in the tennis industry, including Syd Ball, a veteran of the tennis business for over 50 years and a top ATP professional player; Cameron and Carsten Ball, who are top ATP players and now tennis coaches for all levels; and Steve McAvoy, who has over 30 years in tennis and health club management and is a nationally regarded manager and coach. The leadership team includes Steve McAvoy, President and Owner of Top Seed Tennis Academy, along with tennis professionals Cameron Ball, Carsten Ball, Eduardo Reyes, and Patrick Keye.
