The Heart of Illinois Special Recreation Association (HISRA) provides quality recreation programs and services to individuals with disabilities and special needs in cooperation with its member park districts. Camp Free to Be provides adventurous and fun activities for eight weeks throughout the summer for campers with multiple and/or severe disabilities, with hand picked staff paired with campers based on camper ratios and needs. Summer Daze is a community-based summer camp program for campers ages 13–21 who are completely independent in self-care skills, are active on a daily basis, and frequently take part in outdoor activities, and these campers are introduced to vocational and job skills training during camp. Bicycle Brews Transitional Crew focuses on giving campers aged 16–21 tools needed to transition from the classroom to the world of employment and has a program ratio of 1 staff to 4 campers. HISRA’s professional staff work to integrate a participant into a program, adapt activities, and provide additional support if appropriate to create an inclusive setting and experience, and HISRA provides all inclusion services at no cost to residents of its Member Districts.

All campers need to bring a sack lunch and drink daily. Parents are responsible for coordination and fees associated with using transportation companies, including CityLift, Rural Peoria County Transportation, and We Care Inc. HISRA and its member districts support the spirit and intent of the Americans With Disabilities Act and are the result of a desire on the part of the Chillicothe, Morton, Peoria, and Washington park districts to provide quality recreation programs and services to individuals with disabilities and special needs.
