Indy PAL Girls Basketball operates within the larger Indy PAL organization, which has been fostering relationships between youth and police in Indianapolis for more than 80 years and was established in 1940 as the Indianapolis Police Athletic League. Indy PAL is led with administrative oversight from the Indy Public Safety Foundation (IPSF) and remains a member chapter of the National Association of Police Athletic/Activities League (National PAL). Leadership connected to Indy PAL includes J.R. Townsend as Indy Parks Director, Michael F. Morrissey as Chief of Police, Officer Forest Higgs, Lt. Casper “Cap” Kleifgen, and Policewoman Judy Callahan, who was assigned in 1975 to organize girls’ activities. IPSF has invested over $1 million in Indy PAL, including funding the hiring of the program’s first Director in over 20 years and constructing two new outdoor basketball courts. Indy PAL partners with Indy Parks and the Indianapolis Metropolitan Police Department’s Community Engagement & Outreach Bureau and collaborates with other community organizations such as the American Legion Junior Baseball League. The mission of Indy PAL is to provide youth in Indianapolis with athletics, mentoring, and educational and cultural activities that aim to reduce crime, provide life skills, increase self-esteem, and promote positive relationships with police. Over its history, Indy PAL has served and mentored nearly 40,000 youth in Marion County and offers initiatives such as the Juvenile Justice Jeopardy game, the G.R.E.A.T. program, and a mentoring program focused on middle and high school youth.
