The Board of Recreation Commissioners states that it is committed to improving the quality of life of the citizens of Monmouth County by providing open space, park and recreation areas, facilities, programs, and services of the highest quality and to furnishing these recreational and educational opportunities in the most effective, efficient, and economical manner possible. The Monmouth County Park System is nationally accredited among park and recreation agencies, having achieved national accreditation status in 1994, 2004, and 2014 from the National Commission for Accreditation of Parks and Recreation Agencies, sanctioned by the American Academy for Parks and Recreation Association, and it was the first park and recreation agency in the nation accredited and is one of only 71 such accredited agencies in the nation. The County of Monmouth states that it does not discriminate on the basis of disability in the admission or access to, or treatment or employment in, its programs or activities, and a Compliance Officer, Maryam Tronco, has been designated to coordinate compliance with the non-discrimination requirements contained in Section 35.107 of the Department of Justice Regulations.

The Monmouth County Park System offers discounted programs to eligible county residents through the RecAssist for Individuals and Families program and the RecAssist for Groups program. Parks in this system are smoke free, and the use of all tobacco products is prohibited in all the parks due to New Jersey's Smoke Free Air Act, and dogs must be leashed with Park Rangers stepping up enforcement of the leash rule. Persons ages 65 and older are eligible for golf and other senior discounts, and the Park System offers room rentals and wedding ceremony and photo locations in the parks, as well as a 9/11 Memorial.

For program and activity reservations by phone, participants are instructed to have their program number and credit card ready, and a telephone menu is provided for program and activity reservations, weather cancellations, and operator assistance. The leadership team includes individuals associated with administration, recreation services, golf operations, park operations, design and resource management, and land preservation and planning, including Andrew Spears, Diane Doelger, Matt Coleman, Patti Conroy, Jeremy Schaefer, Anna Luiten, Kevin Dunn, and Paul Gleitz. The Monmouth County Park System reports that it undertakes a variety of capital improvement projects in the parks each year to expand recreational opportunities, upgrade facilities and infrastructure, restore historic sites and structures, and enhance park landscapes through plantings and vegetation management.
