PIC Afterschool and Youth Programs is part of the Private Industry Council of Westmoreland/Fayette, Inc. (PIC). The program operates within an organization that runs various in-school, out-of-school, and after-school youth programs through its Education division, which also provides before-and-afterschool programs for in-school youth.

Founded in 1983, PIC was established to administer employment and training programs for economically disadvantaged individuals in Westmoreland and Fayette counties and to oversee the operation of the Federated Jobs Training Partnership Act, now the Workforce Innovation and Opportunity Act. PIC’s mission is “Building tomorrow’s workforce in southwestern Pennsylvania through early childhood development, employment and training, education, and business services.” Over the past four decades, PIC has served over 300,000 individuals of all ages and operates over two dozen programs in three divisions: Early Childhood Development, Education, and Workforce Development.
PIC assists youth, adults, dislocated workers, and economically disadvantaged individuals in reaching educational goals, supporting family growth, and obtaining training and employment, and is strategically located throughout Allegheny, Beaver, Fayette, and Westmoreland counties. PIC is a 501(c)(3) nonprofit organization and is a state certified Pearson Vue and GED test center. The Westmoreland-Fayette Workforce Investment Board has identified PIC as the Title 1 provider of services, and PIC is the premier provider of job placement and workforce development in Westmoreland County as well as the primary provider of welfare-to-work programs and case management services in both counties.
The organization’s leadership team includes CEO/President Shujuane Martin; Chief Financial Officer Rachel Stickle; VP of Early Childhood Stacy Harris; VP of Business Relations Nancy Austin; Controller Rosemarie Zajdel-McKay; VP of Education & Workforce Development Shannon Singosky; and Solicitor Peter Ennis. PIC operates over two dozen programs through its three main divisions and is also the operator of the Westmoreland, Alle-Kiski, and Fayette Pennsylvania CareerLink centers.
