Camp JCC and Year-round Youth Engagement includes activities such as Winter and Spring Break sessions, holiday parties, Kids Night Out, Sunday Fun Days, and kids' classes. Participants can take part in youth basketball, swim lessons, Maccabi games, pickleball, card games, karaoke, yoga classes, group aquatics, Silver Sneakers, and an art class. The program also includes holiday happenings and opportunities for mentoring young readers who struggle with literacy.

The program is led by the Director of Camp. The Simon Family JCC began as the Tidewater Jewish Community Center in 1952, was located on Spotswood Avenue in Norfolk from 1952–1966, then on Newport Avenue in Norfolk until 2004, and has been on its current campus since 2004. The Simon Family JCC states that it is guided by Jewish values and is welcoming to all members of the community, regardless of age, faith, or background. It states that it is dedicated to encouraging tolerance and inclusivity in the community by offering social, recreational, health, and educational programs that are open to all, and that it serves as a common meeting ground promoting enrichment and unity for the Jewish and general community. Community involvement activities include helping set up at Israel Fest or a film screening, joining an art class, or mentoring young readers who struggle with literacy. The program notes that Camp JCC is comprised of a diverse group of children from Tidewater and beyond, that participants build camaraderie and lifelong friendships, and that off-season events such as holiday parties and Kids Night Out allow the Camp JCC community to reconnect during the school year.
