Scouting Programs – Shenandoah Area Council, Scouting America offers youth programs within the Shenandoah Area Council of Scouting America. The council uses a Black Pug Event Registration and Facility Reservation system and maintains a secondary Scout Shop in Hagerstown, Maryland, in addition to the Winchester Council Shop.
• Ages: 7–17 years old
• Schedule: Winchester Council Shop summer hours from June 1 to August 14 are Monday and Wednesday, 10AM–5PM. Hagerstown Scout Shop summer hours from June 1 to August 14 are Tuesday and Thursday, 10AM–5PM.
• Price: Annual Insurance Fees increase to $15 effective March 1, 2026.
The Shenandoah Area Council, Scouting America states that its mission is to prepare young people to make ethical and moral choices over their lifetimes by instilling in them the values of the Scout Oath and Law through programs focused on character development, citizenship training, personal fitness, and leadership, aimed at developing the leaders of tomorrow. The council is composed of four service districts: Potomac, Shawnee, Shenrapawa, and Mason Dixon. Nearly 1,000 volunteers provide Scouting experiences for over 2,500 youth and their families every year, and over 100 local organizations charter use of the Scouting program in over 150 units.
The Shenandoah Area Council includes 3 counties in the Eastern Panhandle of West Virginia (Morgan, Berkeley, and Jefferson), 6 counties in the Northern Shenandoah Valley of Virginia (Frederick, Clarke, Shenandoah, Warren, Rappahannock, and Page), 2 counties in Pennsylvania (Fulton and Franklin), and 1 county in Maryland (Washington). The council leadership team includes roles such as Scout Executive, District Executives, Program, Facilities & Support Service, Development & Volunteer Services Coordinator, Registrar, Sales Associate, and camp-based staff at Camp Rock Enon and Camp Sinoquipe. The broader Scouting organization is composed of 2.7 million youth members between the ages of 7 and 21 and more than a million volunteers in local councils throughout the United States and its territories. Scouting America describes its program as the nation’s foremost youth program of character development and values-based leadership training, using the phrase “Prepared. For Life.™”. The council provides a monthly calendar listing all programs and activities scheduled in the Shenandoah Area Council for 2026. The council’s materials indicate continuous operation at least from 2009 through 2026.
