Mullett Ice Center Youth Programs include a range of on-ice activities such as Public Skate, Parent and Tot Skating, Learn to Skate Lessons, Learn To Play Hockey, and the Mullett Hockey League. The program also offers a Free Hockey Gear Program, Summer Skating and Activities Camp, birthday parties, school outings, community skating parties, and Scouting events. Youth programs are available for both boys and girls.

The Mullett Ice Center was dedicated in 1998 and is owned by the Arrowhead School District and operated by the Howard G. Mullett Community Board. It is a 501(c)(3) non profit charitable organization, and it receives no funding from the school or from taxes, with all profits going back into the improvement of the facility. Main users include Arrowhead High School Hockey, AHS Physical Education Classes, Arrowhead Youth Hockey, the Mullett Adult Hockey League, public skaters, home school groups, and the Eisstock Club of Wisconsin. The ice center is also used for school outings, community skating parties, Scouting events, and as part of the physical education program at Arrowhead School District. Howard G. Mullett held the philosophy that athletic competition teaches youth valuable lessons that can be drawn upon throughout life.
