Capitola Recreation youth programs, including Camp Capitola, operate at a ratio of 1 staff member to 12 participants, and staff maintain the “rule of 3” when behavior coaching or support is necessary. The Junior Leader program is for teens ages 14–17 who register as camp volunteers and are interested in becoming a Camp Capitola Recreation Leader after high school; Junior Leaders can use their summer camp experience to fulfill school and community service requirements and receive a formal certificate and a letter of recommendation upon successful completion of a full session. Lil’ Campers is for children eligible to enter kindergarten in the fall who are potty trained and turn 5 by the September 1 school district cutoff. The Capitola Public Safety and Community Service Foundation provides a limited number of scholarships for children who otherwise would not be able to afford the program, and transportation is available between Junior Guards and Camp Capitola with advance registration under the Junior Guards registration tab. The stated goal of the program is to create a safe and enjoyable youth program experience for all. Registration is online only, and in-person or mail-in registration at the recreation office is not accepted.
