Covina Development Center offers infant-toddler programs and preschool programs. The program includes an enriched, fully inclusive early care and education preschool, with infant-toddler and preschool programs for children with and without special needs in the same classroom. The preschool playground includes a new fence, fresh grass, a larger sand play area, wooden playhouses, and an age-appropriate wooden play structure with rubber-safe fall surfacing.

Covina Development Center (CDC) was originally established in 1957. Its mission statement is “A special place where special children learn and grow together.” All teaching staff have or are eligible for their Child Development Permits from the California Department of Education, most have completed two to four years of college, and several are in the process of obtaining advanced degrees. Both the programs and the staff have received many awards and praise for their excellence and effectiveness. The program describes itself as much more than a typical preschool program and notes that it is unique for the wide variety of services it provides for young children, their families, and the community. Students in the senior level APU Public Relations course formed Full Circle PR to help build the program’s website and increase parent engagement options.
