Its mission statement emphasizes a nurturing, stimulating environment, hands-on experiences, emotional, social, physical, and intellectual growth, and values such as integrity, respect, curiosity, kindness, personal growth, and continuous improvement. The program follows an enriching curriculum that includes yoga, music, and technology, and offers child-centered enrichment activities such as gardening, music and movement, yoga, and art experiences.

The center features outdoor classrooms with natural outdoor spaces that include sensory blocks, trikes, shaded play zones, trike paths, and sensory zones. Optional Early Head Start services are also available. The program has a Quality Counts Solano rating. The Rise Vallejo center includes nine dedicated playgrounds, an on-site parent resource center, and is set within a former elementary school campus.

The program hosts regular events such as seasonal celebrations, themed learning weeks, and visits from special visitors. Families benefit from an on-site parent resource center at Rise Vallejo that supports education, connection, and ongoing support. Circle of Friends Child Development Center describes its culture as warm and inclusive, honoring diversity and celebrating each child’s background, language, and traditions.
